Whitehorse Diesel-Natural Gas Conversion Project

In its 2011 Resource Plan, Yukon Energy noted the expected need to replace all of its existing diesel units over the next 20 years and identified liquefied natural gas (LNG) as the lowest cost near-term option capable of meeting forecast requirements for additional grid and energy generation.

Following the completion of the 2011 Resource Plan, InterGroup continued to provide assistance with technical and strategic support throughout the pre-feasibility and feasibility review for this initial Whitehorse Diesel-Natural Gas Conversion Project. This included a technical review of the economics and business case for LNG, as well as strategic support and assistance in understanding and developing supply chain and alternative options for undertaking the project.

InterGroup continues to provide support throughout the environmental assessment and licensing phases of the project, including assistance with completion of the YESAB Project Proposal, as well as strategic support with project development and planning activities leading up to the construction of the project in summer of 2014.

Yukon Energy 20-Year Resource Plan: 2011-2030

InterGroup has worked with Yukon Energy since before its formal inception in 1987, including working with the company to prepare all three of its Resource Plans (1992, 2006, and the most recent 2011 20-year Resource Plan).

The 2006 Resource Plan laid the foundation for a period of investment of over $200 million, including the Carmacks Stewart Transmission Project, Stages I and II, the Mayo Hydro Expansion Project, and the Aishihik Third Turbine Project as well as a series of other hydro and transmission enhancements that remain under active review.

The 2011 Resource Plan updated the Yukon challenges and opportunities, developed future electricity demand requirements for different load growth scenarios, and identified and analyzed a wide range of supply options. It laid the foundation for the Whitehorse Diesel-Natural Gas Conversion Project being developed in 2013/2014, based on LNG being identified in the 2011 Resource Plan as the lowest cost near-term option capable of meeting forecast requirements for additional grid and energy generation.

InterGroup participated on behalf of the BC First Nations Energy & Mining Council on the Technical Advisory Committee for BC Hydro’s 2013 Integrated Resource Plan.

InterGroup reviewed the Integrated Resource Plan materials and provided advice to the First Nations Energy & Mining Council on issues and concerns relevant to First Nations.
