Utility Rate Regulatory Consultant

InterGroup Consultants, a respected consulting firm providing expert advice and innovative solutions in regulatory affairs, environmental management, and public policy. Our diverse clientele includes government agencies, Indigenous communities, and private sector organizations, all of whom rely on our expertise to navigate complex regulatory landscapes and achieve sustainable outcomes.
We are looking for a motivated and experienced Utility Rate Regulatory Consultant to join our team. In this role, you will provide strategic regulatory guidance and develop solutions that align with both client objectives and regulatory requirements. The successful candidate will have demonstrated experience and expertise in utility rate regulation acquired through employment with a rate regulated electric, natural gas or water utility, a utility rate regulator, or direct consulting experience with rate regulated utilities.
Key Responsibilities:
- Responsible for the delivery of economic analysis and advice for revenue requirement, cost of service, rate design topics, and general rate applications.
- Support clients in overcoming regulatory challenges with practical, business-oriented solutions.
- Engage in public consultations, hearings, and stakeholder meetings as needed.
- Build and maintain strong client relationships to foster repeat business and expand service offerings.
- Identify and pursue new business opportunities through proposal writing and client presentations.
- Mentor junior staff, fostering a collaborative and growth-oriented team environment.
- Serve as an expert witness when required, using your expertise to support client outcomes.
- Contribute to practice growth through strategic business development initiatives.
- Experience with depreciation is an asset.
Qualifications:
- Master’s degree in economics, public policy, engineering, business, or a related field.
- Five plus years’ experience working in rate regulation preferably in consulting; eight plus preferred.
- Five plus years’ experience in revenue requirement, cost of service, and rate design areas.
- Experience supporting regulatory review processes before utility regulators such as the Manitoba Public Utilities Board, the Ontario Energy Board, the Alberta Utilities Commission or similar regulators.
- High degree of technical competence and broad knowledge of energy economics and utility regulation.
- Demonstrated ability to develop and maintain long-term relationships with clients and conduct business development in utility regulation.
- Strong analytical and problem-solving skills, with the ability to develop effective solutions to complex regulatory issues.
- Excellent communication skills, both written and verbal, with the ability to convey complex concepts to diverse audiences.
- Project management experience, with a proven ability to handle multiple projects and meet deadlines.
- Demonstrated ability to maintain positive working relationships with organizations and governments.
- Demonstrated success in business development and client relationship management.
- Proficiency in French, Anishinaabemowin, Cree, or other languages is an asset.
